Bannon Consulting Services works with nonprofit organizations, hospitals and government agencies to expand the availability of community-based services and effect meaningful transformation of the health care system. We advance innovative models of primary care, substance use, mental health, housing and human services that concurrently address the social determinants of health including homelessness, unemployment, and poverty.

Bannon Consulting supports its clients to develop innovative programs, providing support from the initial planning stages through implementation and completion. We evaluate the impact and quality of our clients' services and offer data driven strategies to support continual program development and improvement. Our team of professionals, with expertise in program and facility planning, grant writing, finance and evaluation, use a project management approach that ensures communication and coordination among stakeholders. Our team closely monitors changes in policy, regulatory and funding environments to ensure our clients' success in the evolving healthcare landscape. Our work is focused across six service areas:

Program & Organizational Planning: As a result of delivery system reform efforts and the expansion of Medicaid, community based organizations have unprecedented opportunities but also considerable challenges. Many organizations feel like they are "building the plane while it is taking off". Bannon Consulting provides support in assessing these opportunities, developing business plans, value propositions and strategic to best position them for success.
Grant Writing: Bannon Consulting secures grant funding to support innovative programming that provides enhancements to Medicaid funding. We develop succinct funding proposals that clearly articulate the need for a proposed project and our client's approach to achieving the project's goals to ensure success. We specialize in obtaining funding from city, state, and federal government agencies.
Capital Development: Bannon Consulting assists clients with planning and financing bricks and mortar development of health centers, housing facilities and other community spaces. Our team is involved from the initial conceptualization, preparing conservative financial projections, securing funding (through private financing, tax credits, government grants, and foundation funding) and assembling a competent capital development team to carry out the project.
Public Policy & Capacity Building: Bannon Consulting works to advance the health care reform agenda in New York and achieve the Triple Aim—higher quality care and improved health outcomes at lower cost. We work with these agencies to identify and develop resources to support health care reform implementation; advocate for policy changes and funding resources at the state and city levels; participate in city- and statewide workgroups and initiatives; and closely monitor changes in policy, regulatory and funding environments to ensure our clients' success in the evolving healthcare landscape. We ensure that our clients and the broader CBO community is aware of opportunities and threats that are presented in the quickly evolving and complex health care environment.
Evaluation: Bannon Consulting provides evaluation services to help organizations improve program performance, assess program effectiveness, and meet the requirements of funding agencies. We work with clients to design and implement comprehensive evaluation plans that include logic model development, identification of process and outcome indicators, and statistical data analysis plans. Bannon Consulting assists clients in establishing the systems and tools needed to collect and monitor data that inform program improvements through data-driven decisions, and ensures that evaluation activities are integrated into the agency's existing quality improvement process.
Regulatory Approval/Licensure: Community based organizations offer an existing and proven model of care, which can play a critical role in achieving the key health care reform goals of increasing quality of care, improving population health and reducing costs. Despite their success in serving high-need populations, reliance on federal and other public grant funding makes many these agencies vulnerable in a climate where grant funding will most likely continue to diminish. Thus, Bannon Consulting works with clients to establish and expand health programs licensed by New York State and to maximize third-party revenue, such as Medicaid. Bannon Consulting provides assistance throughout the entire approvals process, including: preparation of all application components; development of financial projections; facilitation of the State's survey process; and all other activities related to opening a new facility.


BCS is recruiting an experienced professional with interest and knowledge in community-based public health programs. The Project Assistant will have a wide range of responsibilities, including but not limited to:

Managing administrative tasks related to projects including scheduling and coordinating meeting logistics, recording detailed meeting notes, conducting follow-up, as needed, on behalf the team.
Working collaboratively with the Bannon Consulting team and clients to implement project and grant application work plans.
Contributing to the grant development process including scheduling client meetings, writing, editing, compiling support materials, and submission.
Contributing to specific project tasks as assigned.
Prioritizing tasks to keep multiple projects moving in a timely manner and meet deadlines.
Managing content updates to the Bannon Consulting website.
Conducting research and maintaining a tracking system for forthcoming opportunities.
Demonstrating commitment to high quality of work, productivity, and self-development.
The Project Assistant will be involved in the ongoing growth of Bannon Consulting, which is in its fifth year of operation. The position will work with all Bannon Consulting team members to support business planning and program development efforts with clients, including attending planning meetings with clients and identifying new business development opportunities that fit clients' mission and vision. The Project Assistant will have the opportunity to grow within the agency and to contribute to the refinement of its vision and strategy and work collaboratively to identify, manage and implement new business opportunities.


Applicants must be self-motivated, detail-oriented, and highly-organized, and should demonstrate their qualifications in the areas listed below:


1-3 years of administrative experience in the health and human services sector
Ability to prioritize multiple demands, work independently, and meet deadlines
Strong research, analytical, writing, and editing skills
Experience in program design and implementation, program evaluation and/or budgeting
Understanding of social determinants of health and issues facing marginalized populations (e.g., homelessness, HIV/AIDS, substance use, and mental illness, among others)
Excellent written and verbal communication skills


Bachelor's degree
Knowledge of health, housing and human services landscape in New York City
Familiarity with federal and state health care regulatory agencies and programs, including the FQHC and HIV/AIDS programs; and New York City health care programs and initiatives
Understanding of the Medicaid funding environment in New York, including the current Delivery System Reform Incentive Payment (DSRIP) Program efforts


This is a full-time position. Salary is commensurate with experience. Health insurance and a generous vacation package are included.
