Dateline (New York City) On December 14, 2012, 89 of the 144 involved countries (almost two thirds) signed a controversial ITU (International Telecommunications Union) treaty at secret meetings in Dubai, that would, in essence, provide internet oversight (what some call censorship) and ITU regulation of the web.
