Senior Telecommunications Analyst - Oregon Public Utility Commission (New York, NY)

The Oregon Public Utility Commission (PUC) is the state agency responsible for the regulation of customer rates and services of the state's investor-owned electric, natural gas and telephone utilities; and certain water companies, and ensures consumers receive utility service at fair and reasonable rates, while allowing regulated companies the opportunity to earn an adequate return on their investment.
PUC is searching for an experienced professional to fill the following position:
Utility and Energy Analyst 3, Senior Telecommunications Analyst
The primary purpose of this position is to provide technical expertise in the areas of telecommunications technology, engineering, operations, infrastructure deployment, and service quality. This position develops, implements and enforces standards, rules, and policy regarding service quality, and continuously monitor regulated telecommunications providers to ensure that service is maintained consistent with pertinent statutes, rules and standards. Major duties include:
* Provide technical advice or expert testimony to the PUC Commission and staff, the Governor's office, the Department of Administrative Services (DAS), the State Office of Emergency Management, telecommunications users, and user groups regarding telecommunications technology, systems engineering, operations, services, and service quality rules or modifications to such rules.
* Independently analyze detailed service quality reports filed by telecommunications carriers. Produce monthly service quality reports, which serve as the basis for important Commission decisions about whether to require service quality improvement plans from carriers and to seek fines against them in Circuit Court.
* Independently evaluates complex studies, proposals, applications, and tariff changes submitted by telecommunications providers and other parties to determine if applications to change tariffs and policies comport with PUC policies, rules, and statutes.
* Conduct specialized physical inspections of telecommunications infrastructure and comprehensive testing of telecommunications networks as a means of monitoring compliance with Commission service quality standards. Inspections in confined spaces may be required.
* Analyze complex and controversial telecommunications issues, develop appropriate policy recommendations, and communicate those recommendations to the Commission in writing and verbally.
* Implement and enforce agency policy by ensuring that utilities understand and are in compliance with statutes, administrative rules, and PUC Commission orders.
* Ensure that Federal Communications Commission requirements are met on area code exhaust, number portability, and numbering waiver petitions and provide recommendations to the PUC Commission in writing and verbally.
* Participate in Commission ordered investigations and rate cases by offering expert testimony on quality of service and telephone company operations. This includes inspection of physical plant and service records.
JOB REQUIREMENTS: Minimum Qualifications
A Bachelor's degree in Engineering, Economics, Finance, or Accounting
AND
Four years of professional-level work experience in engineering, economic analysis, finance, accounting or auditing OR
Seven years of work experience in any of the above fields; four of which must have been at the professional level.
A Master's or Doctorate degree may substitute for up to one year of the work experience.
In addition, we are specifically recruiting for the preferred qualifications below. Applicants who are best able to demonstrate these attributes will be contacted for an interview.
* Professional level engineering work experience in the telecommunications industry, or in a regulatory setting involving telecommunications issues.
* Experience conducting research and designing complex studies.
* Experience making presentations in a public setting.
* Experience running meetings or workshops involving individuals with conflicting interests.
* Experience developing written comments and recommendations intended to inform or influence the decision making of a public agency.
* Advanced-level knowledge and skills working with spreadsheets and Microsoft office software.
